As with anti-terrorist legislation and measures for homeland security in general the authorities reason with the investigation of crimes as well as the alleged deterrence.

People often don’t notice the small cameras. The observed feel unobserved while their actions are being recorded. And criminal actions occur nevertheless. So is a completely controlled public space actually safer?

There is complex tension between safety needs and the violation of privacy and according measures have to be sufficiently legitimatized by society. Does increasing observation assuage fears oder rather establish them because public space is designed as a danger zone?
